How Much Are Centrelink Concession Cards Really Worth?

ways to maximise your retirementMany Australians know they qualify for a Centrelink concession card, but far fewer understand just how valuable these cards can be in practical dollar terms.

Depending on your situation, a Centrelink concession card can reduce everyday living costs such as medications, utilities, council rates, transport, health care and even property stamp duty. In some cases, the annual savings can run into the thousands of dollars.

Below we explain the national benefits, then take a closer look at what concession cards are worth specifically in Victoria, before linking to information for other states and territories.

The Main Centrelink Concession Cards

There are three main Centrelink-issued concession cards retirees commonly encounter:

  • Pensioner Concession Card (PCC) – generally for those receiving the Age Pension
  • Low Income Health Care Card (LIHCC) – for people on low incomes who may not receive a pension
  • Commonwealth Seniors Health Card (CSHC) – for self-funded retirees who meet income limits but don’t qualify for the Age Pension

Each card provides a different level of benefits, depending on the state you live in.

National Benefits (Australia‑Wide)

All three Centrelink concession cards provide meaningful national benefits, regardless of which state or territory you live in.

1. Cheaper Prescription Medicines (PBS)

Concession card holders pay a maximum of $7.70 per PBS prescription, compared with $25 for non‑concession holders (2026 rates).

Once you reach the PBS Safety Net threshold:

  • $277.20 for concession card holders, or
  • $1,748.20 for general patients,

your eligible medicines become free for the rest of the calendar year.

2. Lower Medicare Safety Net Thresholds

Concession card holders benefit from a lower Extended Medicare Safety Net (EMSN) threshold.

In 2026:

  • $861.20 for concession card holders
  • $2,699.10 for everyone else

After reaching the threshold, Medicare pays up to 80% of out‑of‑pocket costs for eligible out‑of‑hospital services for the rest of the year.

3. Greater Access to Bulk Billing

Doctors receive higher Medicare rebates for treating concession card holders. While bulk billing is not guaranteed, many practices are more willing to bulk bill concession card holders.

4. Australia Post Benefits

Concession card holders may receive:

  • Discounts on stamps and mail redirection
  • Free document certification

5. Extra National Benefits for Pensioners

The Pensioner Concession Card, in particular, can also provide:

  • Subsidised hearing services and hearing aids
  • Telstra discounts on home phone, internet and mobile plans (also available for LIHCC)

Victorian Benefits – What Are Concession Cards Worth?

For Victorians, concession cards can deliver significant annual savings, especially on utilities and local government charges.

Estimated Annual Mainstream Savings (Victoria)

Based on typical assumptions for a home‑owning retiree:

  • Pensioner Concession Card (PCC): up to $1,682 per year
  • Low Income Health Care Card (LIHCC): up to $1,123 per year
  • Commonwealth Seniors Health Card (CSHC): more limited ongoing benefits

Key Victorian Concessions Include:

  • Council rate rebates
  • Water bill concessions
  • Electricity and gas concessions
  • Car registration discounts

One of Victoria’s Biggest Benefits: Stamp Duty Concessions

Victoria offers a one‑off Pensioner Stamp Duty Concession that can be extremely valuable:

  • Full stamp duty exemption on homes purchased for $600,000 or less
  • Concessions scale down for properties priced between $600,001 and $750,000
  • The maximum saving can be over $31,000

This concession applies to PCC, LIHCC and CSHC holders, but first home buyers must choose between this concession and first‑home buyer benefits – you cannot claim both.

Additional Victorian Benefits

Depending on circumstances, eligible Victorians may also receive:

  • Non‑mains water concessions
  • Excess energy concessions for high usage
  • Subsidised eye care and low‑cost glasses through the Victorian Eyecare Service

These extra benefits can materially improve affordability for retirees on fixed incomes.
